Hi there, thanks for your question!
From what I can figure, the following table is an overview of the climate in Torquay, Victoria:
Month minimum (°C) maximum (°C) Monthly rainfall (mm)
January * 14.4 * 22.4 * 41.3
February * 15.2 * 23.0 * 43.4
March * 13.9 * 21.7 * 40.5
April * 11.7 * 19.3 * 50.0
May * 9.5 * 16.4 * 76.8
June * 7.2 * 14.1 * 55.0
July * 6.2 * 13.5 * 59.1
August * 6.8 * 14.4 * 71.6
September * 8.1 * 15.9 * 68.2
October * 9.7 * 17.7 * 65.0
November * 11.1 * 19.2 * 49.9
December * 12.9 * 20.9 * 40.5
Being on the coast, it seems to have a very mild climate, and I cannot see a reason why the Golden Cane Palm (Dypsis lutescens) wouldn't grow well. Dypsis Palms almost all originate in Madagascar, where the climate is very hard on palms, being extremely hot and dry at times, and very cold at other times. They are therefore well suited to cool tropical gardens. Golden Canes, as well as palms like the White Crown (Dypsis baronii), Triangles (Dypsis decaryi) and Red Neck Palms (Dypsis leptocheilos), would in my opinion grow well, with the appropriate care of course.
You will need to keep them as healthy as possible, because you will not see the same growth rate as people in the tropics might. Keep them mulched well, as mulch insulates the soil against the weather and keeps soil moist. Also fertilise regularly with a good slow release fertiliser.
One difference is that you do not have a distinctive wet season down there, so you may need to give additional water when it's dry and hot.
Kind regards, el
